Chester Housing Authority Scores 100 for Management of Housing Voucher Program

(Chester, PA-November 27, 2017) – The Chester Housing Authority has been notified by the U.S. Dept. of Housing and Urban Development (HUD) that it has scored a 100 for its management of the Housing Choice Voucher Program.

“This is a proud moment for us and one we have been building toward for many years,” said CHA executive director Steven A. Fischer. “Working with responsible, committed local investors, we have established an inventory of quality homes from which our clients can choose. The score of 100 – on the heels of nine consecutive years scoring in the 90’s – validates the very high performance of the program.”

Officially called the Section 8 Management Assessment Program (SEMAP), the evaluation measures 15 areas of performance that range from the quality of the homes to the administration of the program to expanding housing opportunities into more neighborhoods.

“CHA accounts for about 20 percent of the rental housing in Chester. We know how these properties stack up to non-CHA-assisted ones and that they have a stabilizing impact on neighborhoods throughout the city,” noted Mary Militello, who has directed CHA’s Housing Choice Voucher Program since 2003.

CHA’s voucher program had been rated as high performing for the past 10 years but this is the first time the authority scored an extraordinary 100.

“We appreciate the scores and ratings recognizing the professional delivery of our programs,” Militello said. “But let’s also not forget that this is about the families we serve and the dedication and compassion our staff displays in carrying out their mission.”
